ABOUT THE DISPUTE OVER CHANGING THE ORDER OF IMPEACHMENT WITNESSES

The argument at Thursday’s impeachment hearing was about which witness the prosecution could present next. It began with an absent lawyer and became a dispute over preparation and notice. ABOUT THE MANAGER’S CHECKS AND THE QUESTIONS OVER SARA DUTERTE’S SALN

A bank balance can fall even when the value represented by the money has not disappeared. That distinction sits behind the prosecution’s questions about manager’s checks in Sara Duterte’s impeachment trial. To understand the October 7 testimony, we need to follow the instrument, the person entitled to its value and the declaration of assets for the relevant year.

ABOUT WHAT BANK SECRECY PROTECTS IN AN IMPEACHMENT TRIAL

The arguments over bank records in Sara Duterte’s impeachment trial involve several protections. The privacy of a peso deposit, the protection of a foreign-currency deposit, and the confidentiality of a report sent to the AMLC come from different rules. Understanding those differences helps explain what the court has allowed and what remains in dispute.

He also explained that a bank correction had reduced the earlier figure of ₱6.7 billion.

ABOUT THE SUPREME COURT’S DECISION ON THE IMPEACHMENT VOTE THRESHOLD

The Supreme Court dismissed three petitions on September 30 challenging how the Senate impeachment court would count the votes needed to convict Vice President Sara Duterte. The dismissal leaves the Senate’s September 23 ruling in place, but it needs to be read carefully. A case can be dismissed because it does not meet the requirements for the Court to hear it, without settling whether the challenged action is constitutional.

ABOUT THE OCTOBER WATER-RATE INCREASES

Metro Manila households served by Maynilad and Manila Water will see slightly higher water charges beginning October 1. MCT DAILY BRIEF

MCT Daily Brief morning cover showing a household electricity bill, coffee mug and electric fan.

HIGHER ELECTRICITY BILLS, AN OVERNIGHT VATICAN UPDATE, AND THE WORK BEFORE DUTERTE'S ICC TRIAL

Good morning. An electricity refund is coming, but households still face a higher October rate. Overnight, the Vatican confirmed Pope Leo XIV's cancer diagnosis after surgery. There are also developments in preparations for Rodrigo Duterte's trial, a new warning about the world economy, and rain in today's forecast.

Reporting cutoff: October 14, 2026, 8:00 AM Philippine time.

1

MERALCO'S OCTOBER RATE GOES UP; THE NEW REFUND STARTS NEXT MONTH

Meralco announced a ₱0.3191-per-kilowatt-hour increase on October 13, bringing its typical household rate to ₱15.0615 per kWh. The company puts the added cost for a household using 200 kWh at about ₱64.

In the same advisory, Meralco said its new ₱2.64-billion refund would begin with November billing. Households should therefore avoid subtracting the newly announced refund from October's increase when planning this month's payment. The timing is different. The bill will also depend on how much electricity the household actually uses. [Meralco's October advisory](https://company.meralco.com.ph/news-and-advisories/higher-residential-rates-october-2026)

WHAT TO WATCH

Check the billing month, consumption and refund entries on the next statements. The November bill should show how the new refund reaches the household, alongside any other changes in charges.

2

VATICAN CONFIRMS POPE LEO'S LUNG CANCER AFTER SURGERY

The Holy See Press Office said tests during Pope Leo XIV's October 13 operation confirmed lung adenocarcinoma. Doctors removed the lower lobe of his right lung at Rome's Gemelli Hospital. They reported a successful operation without complications, and the Pope returned to his room after waking normally.

Further examinations of the removed tissue are due in the coming days. The Vatican has kept its previously announced expectation of a week in hospital. For Catholics following the news, those medical updates will be more useful than speculation about how quickly he can resume his usual schedule. The announcement does not yet provide the full results of the follow-up tests. [Vatican News's account of the medical statement](https://www.vaticannews.va/en/pope/news/2026-10/pope-leo-surgery-gemelli-hospital-successful.html)

WHAT TO WATCH

The Holy See Press Office's next bulletin is expected on Wednesday morning in Rome. Look for confirmed recovery details and test results before sharing claims about his longer-term condition.

3

DUTERTE'S ICC CASE TURNS TO HOW THE DEFENSE CAN SEARCH THE EVIDENCE

Tuesday's ICC status conference dealt with more than the prosecution's plan to call five witnesses before year-end. VERA Files reports that judges told prosecutors to review their database and identify material that could help the defense. They also told the defense to supply search terms for material it considers relevant.

This is a practical part of a fair trial. A large collection of files can be difficult to examine, and material that weakens an accusation must also receive attention. For families following the drug-war case, the next stage is about testing the evidence in court. Tuesday's preparations did not settle guilt. The ICC lists November 30 as the trial's opening date. [VERA Files's hearing account](https://verafiles.org/articles/prosecution-to-present-5-witnesses-in-duterte-icc-trial-this-year) · [ICC trial announcement](https://www.icc-cpi.int/news/situation-philippines-rodrigo-roa-duterte-fit-stand-trial)

WHAT TO WATCH

Further court directions on access to the evidence and the November 30 opening. Check what witnesses actually tell the court when testimony begins, alongside the defense's questions and answers.

4

IMF SEES WORLD GROWTH HOLDING UP, WITH ENERGY AND DEBT RISKS AHEAD

The International Monetary Fund has raised its 2026 world-growth forecast to 3.1%, from 3.0% in July, according to the Associated Press. Its 2027 forecast is 3.4%. These are estimates of economic activity, not a promise that households will feel better off. [AP's report on the October outlook](https://apnews.com/article/23aa01c0c6922fbf0b564a0ff9b2c8e5)

Axios reports that the Fund also warned about pressure from energy disruptions, debt and a possible reversal in the artificial-intelligence investment boom. For Philippine households, the useful question is how international pressures reach local prices and work. A global forecast alone cannot tell a commuter next week's fuel price or an employee whether their job is secure. [Axios's account of the IMF warning](https://www.axios.com/2026/10/13/imf-forecast-ai-oil)

WHAT TO WATCH

The next Philippine fuel-price announcements and official inflation releases. Those will help show whether the international risks are translating into added costs here, and by how much.

5

RAIN IS EXPECTED IN THE VISAYAS AND MINDANAO

PAGASA's 4:00 AM forecast says the intertropical convergence zone is bringing cloudy skies with scattered rain and thunderstorms to the Visayas and Mindanao. This is a belt where winds meet and can help rain clouds form. The bureau warns that moderate to sometimes heavy rain could cause flash floods or landslides.

Ilocos, the Cordillera and Cagayan Valley can expect isolated light rain under northeasterly winds. Metro Manila and the rest of Luzon may have isolated showers or thunderstorms. PAGASA is also monitoring a tropical depression outside the Philippine Area of Responsibility. The cited forecast does not announce a Philippine landfall. [PAGASA's October 14 morning forecast](https://www.pagasa.dost.gov.ph/weather)

WHAT TO WATCH

Check the next PAGASA bulletin and your local advisories before school, work or travel. A broad regional forecast cannot tell you whether a particular road will flood or whether your child's school has suspended classes.

BOTTOM LINE

There are several different clocks in today's news: an October bill, a November refund, medical tests over the next few days and a trial opening next month. Keeping those dates straight helps us plan expenses and judge developments without getting ahead of the facts.
