HOSPITALS ADD BEDS AS DOH WARNS OF MORE LEPTOSPIROSIS CASES

The Department of Health has recorded 6,253 leptospirosis cases and 378 deaths from January 4 to August 29. The case total is 12 percent below the comparable period last year, but health officials warn that recent flood exposure could produce another wave of patients. Several Metro Manila hospitals are already under pressure.

Leptospirosis can spread through water or soil contaminated with the urine of infected animals. A person who has returned to work after wading through floodwater can still become ill later. The danger does not end when the road becomes passable again.

September 4 reports quoted DOH Undersecretary Gloria Balboa describing full or near-full leptospirosis capacity at four major hospitals, including the National Kidney and Transplant Institute and San Lazaro Hospital. Radyo Pilipinas also reported that other hospitals were adding beds. Those reports do not establish which hospital has a bed available today.

For workers who cannot afford to miss a day's income, avoiding floodwater may be difficult. If you become ill after flood exposure, seek medical assessment promptly and tell the healthcare professional about that exposure. Do not wait for the next case report before seeking care.

COAST GUARD REPORTS CHINESE SURVEY OPERATION AT BAJO DE MASINLOC

The Philippine Coast Guard said on September 4 that the Chinese survey vessel Haiyang Dizhi Shihao had been operating for 25 days inside the Philippine exclusive economic zone, including three weeks in waters the Philippines claims as Bajo de Masinloc's territorial sea. PCG spokesperson Jay Tarriela disclosed the operation.

Tarriela said Canada's Dark Vessel Detection program helped identify the vessel after it switched off the system broadcasting its identity and position. He said the Department of Foreign Affairs confirmed it lacked a Philippine permit for marine scientific research.

The ship can conduct deep-sea drilling, according to the PCG. That capability alone does not establish what work it performed during this operation; the actual activity still needs documentation.

Tarriela said the ship entered the Philippine EEZ on August 10 and reached Bajo de Masinloc's vicinity on August 11. In his September 4 account, it was still there. Bad weather had limited Philippine monitoring flights and vessel deployments. The PCG hoped improving weather would allow it to gather clearer evidence and challenge the operation. That account does not establish the ship's September 5 position.

Watch for updated PCG tracking, monitoring flights and evidence of the vessel's activities. Those findings will help establish its latest position and inform any DFA decision on a diplomatic protest.

JULY BUSINESS SURVEY POINTS TO WEAKER CONFIDENCE AND YEAR-AHEAD HIRING PLANS

Businesses surveyed by the Bangko Sentral ng Pilipinas became pessimistic about economic conditions in July. Results released on September 4 put the confidence index at minus 20.3, down from zero in June. A negative reading means pessimistic responses outnumbered optimistic ones.

The July 7 to 31 survey had a sample of 506 firms and a 48.8-percent response rate. Firms were drawn from a database of the country's top 7,000 corporations. The results should not be read as the experience of every Philippine employer, including every small business. These are July assessments, preceding September's developments.

The BSP linked the weaker outlook to Middle East tensions, higher oil prices and continuing inflation concerns. Firms remained optimistic about the next 12 months, though confidence had weakened. Over that same 12-month horizon, fewer firms planned to hire additional workers. The three-month hiring outlook improved, however, and some industrial firms still intended to expand over the next year.

For jobseekers, that suggests a possible slowdown in recruitment. Hiring intentions can change, and the survey does not count actual jobs lost or vacancies cancelled. It helps explain why a business facing uncertain sales and costs might postpone adding staff.

SENATE QUESTIONS DELAYED AND UNUSED HEALTH FACILITIES

During the September 4 hearing on the DOH's proposed 2027 budget, Senate President Sherwin Gatchalian flagged 488 implementation deficiencies under its Health Facilities Enhancement Program. He cited 38 delayed projects worth ₱11 billion and 136 idle, unused or non-operational projects worth ₱1.1 billion. The figures describe project delays and unused facilities; they do not establish theft. GMA reported that the deficiencies were documented before Health Secretary Edwin Mercado assumed office.

A finished building may still need equipment, medical staff, medicines or money for electricity before it can receive patients. Health Secretary Edwin Mercado said the department would prioritize existing facilities that could become operational once those gaps were addressed.

Senator Panfilo Lacson blamed part of the problem on projects added by lawmakers without enough coordination with the DOH. Mercado agreed that this was partly responsible. That exchange identifies a planning problem, although it does not establish the cause of every delayed project.

For a family travelling to another town for treatment, the useful result is a nearby facility that can actually provide care. Construction spending delivers that benefit only when someone can operate the building after it opens.

ALEX EALA FACES IVA JOVIC AT ARTHUR ASHE ON SUNDAY MORNING

Alex Eala's US Open third-round match against Iva Jovic is scheduled for 7 a.m. on Sunday, September 6, Philippine time. That is Saturday evening in New York, where the two will play at Arthur Ashe Stadium. The winner advances to the fourth round.
