FIVE THINGS TO KNOW ABOUT THE 2027 DOST-SEI UNDERGRADUATE SCHOLARSHIP

Five checks graduating students and their families should make before the September 17 application deadline.

Applications are open for the 2027 DOST-SEI Science and Technology Undergraduate Scholarships. The deadline is September 17, and the qualifying examination is scheduled for November 14 and 15.

The proposed 2027 national budget would increase funding for DOST scholarship programs to ₱8.67 billion. That proposal is meant to support 67,504 scholars across several programs, 2,407 more than the number funded in 2026. For graduating students considering science and technology courses, however, the immediate question is simpler: who may apply, what does the scholarship cover, and what should families do before the deadline?

THERE ARE TWO MAIN SCHOLARSHIP TRACKS

The Merit Scholarship is for students with strong ability in science and mathematics. The RA 7687 scholarship is for talented students whose family's socioeconomic circumstances fall within the program's limits.

Both tracks lead to the same basic goal: helping qualified students complete priority science and technology degrees. The difference is the eligibility basis used to assess the applicant.

Applicants should answer the financial and household questions accurately. Trying to force an application into the wrong category can delay verification or lead to disqualification.

WHAT TO WATCH

Read the current eligibility guide before uploading documents. If the portal assigns or asks for a scholarship category, confirm that the information entered matches the supporting records.

STEM STUDENTS ARE NOT THE ONLY ONES WHO MAY APPLY

Graduating Grade 12 students in the STEM strand may apply. Students from other strands may also qualify if they belong to the top five percent of their graduating class.

Past Grade 12 graduates who have not yet earned college or post-secondary units may also be eligible. Applicants must be natural-born Filipino citizens, in good health, and of good moral character under the program rules.

The scholarship is therefore not limited to students currently carrying a STEM label. A qualified non-STEM student who meets the class-ranking rule should not assume the door is closed.

WHAT TO WATCH

Non-STEM applicants should request the required school certification early. Do not wait until the final days of the application period to discover that the school needs time to verify class rank.

THE SCHOLARSHIP COVERS MORE THAN TUITION

For scholars studying in private institutions, the program provides a tuition subsidy of up to ₱40,000 per academic year, plus up to ₱10,000 for required summer or midyear classes. It also provides a monthly living allowance of ₱8,000 and ₱10,000 per academic year for learning materials or connectivity.

Other benefits include transportation assistance under program rules, a one-time clothing allowance, group health and accident insurance, a thesis allowance of ₱10,000, and a graduation allowance of ₱1,000.

These benefits can substantially reduce the cost of college, but families should still check when allowances are released and which expenses remain their responsibility.

WHAT TO WATCH

Ask the DOST regional office about the current release process, especially for the first semester. A scholarship award is valuable, but students still need a plan for expenses that come before the first allowance arrives.

THE COURSE AND THE SCHOOL MUST BOTH QUALIFY

Applicants may choose from 133 priority degree programs in fields that include agriculture, engineering, health sciences, information technology, and science education.

Passing the scholarship examination does not mean a student may enroll in any course at any school. Scholars must take an approved program at the University of the Philippines, a state university or college, or a qualified private institution with the required CHED or FAAP recognition for the chosen course.

This is one of the easiest details to overlook. A school may be legitimate, but a particular program may still fall outside the scholarship rules.

WHAT TO WATCH

Check the official priority-program list and the accreditation of the exact course at the exact campus. Do this before paying a reservation fee or committing to an institution.

THE ONLINE APPLICATION DEADLINE IS SEPTEMBER 17

Applications and requirements must be submitted through the official DOST-SEI undergraduate scholarship portal by September 17. Qualified applicants will take a nationwide pen-and-paper examination on November 14 or 15.

The examination covers creative reasoning, science, and mathematics. The official primer explains the test structure and time limits. Applicants should use that primer instead of relying on unofficial reviewers that may not match the current examination.

Online submission makes the process more accessible, but it also creates a predictable last-minute problem: incomplete scans, incorrect filenames, portal congestion, and documents that schools have not yet issued.

WHAT TO WATCH

Complete the application several days before the deadline. Save copies of every uploaded document, confirmation page, and reference number. If the portal reports an error, contact DOST-SEI or the regional scholarship office while there is still time to correct it.

BOTTOM LINE

The DOST-SEI scholarship can cover a large part of the real cost of a science or technology degree, and the proposed 2027 budget would support more scholars. But the opportunity depends on details: eligibility, class rank, the approved course, the institution's accreditation, complete documents, and an application submitted on time. The useful first step is not buying a reviewer. It is checking the official requirements and starting the application before September 17 becomes a last-minute emergency.
