FIVE THINGS TO KNOW

Afternoon6-minute read

ABOUT THE EDSA BUSWAY’S 2027 BUDGET GAP

The Department of Transportation is again asking Congress to fund the EDSA Busway. Its original ₱1.756 billion request received **zero** in the administration’s proposed 2027 National Expenditure Program. A House budget panel later inserted **₱75 million**. Those two statements describe different stages of the same budget process. Neither tells us yet what Congress will finally approve. ABOUT THE MANAGER’S CHECKS AND THE QUESTIONS OVER SARA DUTERTE’S SALN

A bank balance can fall even when the value represented by the money has not disappeared. ABOUT WHAT BANK SECRECY PROTECTS IN AN IMPEACHMENT TRIAL

The arguments over bank records in Sara Duterte’s impeachment trial involve several protections. The privacy of a peso deposit, the protection of a foreign-currency deposit, and the confidentiality of a report sent to the AMLC come from different rules. Understanding those differences helps explain what the court has allowed and what remains in dispute.

MCT DAILY BRIEF

MCT Daily Brief, October 20 afternoon, with an official PAGASA 11 a.m. storm forecast map for Super Typhoon Rosal.
PAGASA 11 a.m. October 20 forecast map via GMA News. Conditions may have changed; consult the latest PAGASA bulletin.

THE OVP BUDGET MOVES FORWARD, ROSAL BRINGS WIND WARNINGS, AND VISAYAS FACES A POWER SHORTAGE.

Good afternoon.

The Senate took only 16 minutes to endorse the Office of the Vice President’s proposed budget for next year. PAGASA has raised Signal No. 1 in parts of Luzon as Super Typhoon Rosal approaches. The Visayas grid is due for a red alert this evening. GCash’s parent company has begun trading on the stock exchange, while more Filipino workers have returned from Saudi Arabia after disrupted flights.

Here are five developments to follow.

1

THE SENATE PANEL ENDORSES THE OVP BUDGET

A Senate finance subcommittee endorsed the Office of the Vice President’s proposed ₱785.204 million budget for 2027 on Tuesday. Vice President Sara Duterte did not attend. Her chief of staff, Zuleika Lopez, represented the office and said Duterte was attending an inurnment in Davao City on behalf of former president Rodrigo Duterte. Senator Imee Marcos moved to extend parliamentary courtesy and endorse the proposal without extended questioning. Senator Bong Go seconded the motion; Senator JV Ejercito approved it. The hearing ended after 16 minutes. [GMA News](https://www.gmanetwork.com/news/topstories/nation/1006488/senate-panel-approves-ovp-s-proposed-2027-budget-sara-duterte-no-show/story/).

The ₱785.204 million proposal is 11.7 percent below the OVP’s ₱889.236 million appropriation for 2026. The subcommittee vote moves the proposal to the Senate plenary; it is not the final national budget. The OVP’s ongoing impeachment trial is a separate proceeding and was not decided by this hearing. [DBM’s 2027 OVP budget proposal](https://www.dbm.gov.ph/wp-content/uploads/NEP2027/OVP/OVP.pdf).

WHAT TO WATCH

Whether senators question the OVP’s programs and spending when the budget reaches plenary, and whether the Senate changes the amount before it meets the House over the final bill.

2

ROSAL PROMPTS SIGNAL NO. 1 IN PARTS OF LUZON

PAGASA gave Super Typhoon Champi the local name Rosal and raised Tropical Cyclone Wind Signal No. 1 over Batanes and specified parts of the Babuyan Islands, mainland Cagayan, Isabela and Catanduanes. The storm’s center was still outside the Philippine Area of Responsibility at PAGASA’s 10 a.m. position fix, 1,385 kilometers east of Central Luzon. GMA News reported that it crossed into PAR at 10:40 a.m. It had maximum sustained winds of 185 kilometers per hour near the center at the earlier fix. [PAGASA’s 11 a.m. bulletin](https://www.pagasa.dost.gov.ph/tropical-cyclone/severe-weather-bulletin/1); [GMA News](https://www.gmanetwork.com/news/weather/content/1006494/signal-no-1-up-over-parts-of-luzon-as-super-typhoon-rosal-enters-par/story/).

PAGASA also warned of strong gusts and rough seas along exposed coasts. Its track forecast may shift, and the agency said it might issue a separate heavy-rain advisory. The position and signal areas here come from the 11 a.m. bulletin and need a fresh check before release.

WHAT TO WATCH

The next PAGASA bulletin, local rainfall and marine warnings, and evacuation instructions from local authorities. Do not rely on the PAR label alone to judge local risk.

3

THE VISAYAS GRID FACES A RED ALERT THIS EVENING

The National Grid Corporation of the Philippines scheduled a yellow alert for 3–5 p.m. and 6–8 p.m. Tuesday, with a red alert for 5–6 p.m. It reported 2,468 megawatts of available capacity against expected peak demand of 2,545 megawatts. Large Visayas coal plants were unavailable, imports from Mindanao were limited, and other plants were operating below capacity. [GMA News, citing NGCP’s advisory](https://www.gmanetwork.com/news/topstories/regions/1006485/visayas-grid-on-red-yellow-alerts-on-tuesday-oct-20-2026-ngcp/story/).

A red alert means available supply is insufficient for expected demand and the grid’s regulating reserve. It raises the risk of interruptions; it does not establish that every household will lose power. The schedule and available capacity may change if generation or demand changes during the day.

WHAT TO WATCH

NGCP’s updated alert and notices from local distribution utilities about any actual service interruptions.

4

GCASH’S PARENT COMPANY BEGINS TRADING ON THE PSE

Mynt Inc., the parent company of GCash, listed on the Philippine Stock Exchange on Tuesday under the symbol GCASH. Its initial public offering was priced at ₱6.60 per share. PSE data showed the stock trading on its listing day, with a market value of about ₱441.5 billion around midday. The exchange describes the offering as the largest IPO in its history. [PSE trading data](https://edge.pse.com.ph/companyPage/stockData.do?cmpy_id=709); [GMA News](https://www.gmanetwork.com/news/money/companies/1006486/gcash-parent-debuts-at-pse-opens-with-p441-5b-market-capitalization/story/).

This is a capital-market event, not a change in how customers’ wallet balances work. The market value is the share price multiplied by shares outstanding; it is not cash raised in the IPO or money held in GCash accounts.

WHAT TO WATCH

Mynt’s first-day closing price and subsequent disclosures on how it will use the money raised from new shares. Opening prices can change quickly.

5

FIFTY MORE FILIPINO WORKERS RETURN FROM SAUDI ARABIA

Fifty overseas Filipino workers arrived home on Tuesday after traveling from Riyadh to Al Qassim to catch a flight. Welfare officers accompanied them on the three-to-four-hour land journey. Together with 34 workers who arrived Monday, the latest group brings these reported repatriations to 84. Around 300 more workers were being assisted with travel arrangements, according to the Overseas Workers Welfare Administration account reported by the Daily Tribune. [Daily Tribune](https://tribune.net.ph/2026/10/20/50-ofws-from-saudi-arabia-return-home); [GMA News on the earlier arrivals and flight disruptions](https://www.gmanetwork.com/news/pinoyabroad/dispatch/1006366/34-ofws-in-saudi-arabia-return-to-ph-65-more-expected-tuesday/story/).

Cancelled and delayed flights have left workers needing help with transport, accommodation and documents. An announced booking is different from an actual arrival, so the next public update should separate those figures.

WHAT TO WATCH

Confirmed arrivals, the welfare support workers receive after landing, and updated flight information for those still waiting in Saudi Arabia.

BOTTOM LINE

Today’s five stories are at different stages. The OVP proposal has cleared a Senate panel, not Congress. PAGASA has issued wind warnings for Rosal; its 10 a.m. position was outside PAR, and it was reported to have crossed the boundary at 10:40 a.m. The Visayas grid faces a scheduled power alert, Mynt has started trading, and another group of workers has made it home. Check the next official advisories before treating any of today’s changing figures as final.
