ABOUT THE EDSA BUSWAY’S 2027 BUDGET GAP

The Department of Transportation is again asking Congress to fund the EDSA Busway. Those two statements describe different stages of the same budget process. Neither tells us yet what Congress will finally approve.

ABOUT THE MANAGER’S CHECKS AND THE QUESTIONS OVER SARA DUTERTE’S SALN

A bank balance can fall even when the value represented by the money has not disappeared. That distinction sits behind the prosecution’s questions about manager’s checks in Sara Duterte’s impeachment trial. ABOUT WHAT BANK SECRECY PROTECTS IN AN IMPEACHMENT TRIAL

The arguments over bank records in Sara Duterte’s impeachment trial involve several protections. The privacy of a peso deposit, the protection of a foreign-currency deposit, and the confidentiality of a report sent to the AMLC come from different rules. Understanding those differences helps explain what the court has allowed and what remains in dispute.

ABOUT THE SUPREME COURT’S DECISION ON THE IMPEACHMENT VOTE THRESHOLD

The Supreme Court dismissed three petitions on September 30 challenging how the Senate impeachment court would count the votes needed to convict Vice President Sara Duterte. MCT DAILY BRIEF

Lacson flags alleged ₱5M TESDA offer. Pasay Senate gates file photograph, not the TESDA building or the alleged offer.
Pasay Senate gates file photograph by P1898, July 25, 2026 / Wikimedia Commons. This is not the TESDA building, the alleged offer or an October 24 proceeding. Reporting cutoff: October 24, 2026, 8:09 PM Philippine time.

Good evening. An alleged fund offer has put TESDA under scrutiny, while the Air Force has confirmed the deaths of four pilots in yesterday's training accident. The Senate minority is calling for dialogue over Ronald dela Rosa. For those planning the week ahead, there are also ferry-reservation arrangements for Undas and an early indication of another split in fuel prices.

1

LACSON FLAGS ALLEGED ₱5-MILLION ALLOCATION OFFER; TESDA CHIEF DENIES AUTHORIZING IT

Senator Panfilo Lacson says a ₱5-million allocation was offered through his staff earlier this week in the name of TESDA chief Jose Francisco Benitez. He says he refused it and will seek an explanation during deliberations on the agency's proposed 2027 budget.

Benitez denies authorizing the offer. He says TESDA contacts senators about agency concerns during budget season, but unauthorized allocations or solicitations involving legislators violate his office's directives. He has ordered an internal investigation. GMA News

The allegation and the denial leave basic questions unanswered: what the proposed allocation was for, who sent or relayed it, and whether anyone authorized it. The reports do not establish a completed transfer or a proven bribe.

WHAT TO WATCH

The investigation's findings, the records supporting them, and the explanation given during budget deliberations.

2

FOUR PILOTS KILLED IN TRAINING ACCIDENT; SF-260 FLEET GROUNDED

The Philippine Air Force confirmed on October 24 that four pilots died in an accident involving two SF-260 aircraft at Fernando Air Base in Lipa, Batangas. The accident happened at 3:51 p.m. on October 23 during a training flight, with both aircraft coming down inside the base perimeter.

The Air Force has temporarily grounded its SF-260 fleet and opened an investigation. It also says it is assisting the bereaved families and has asked the public to respect their privacy. GMA News

The PAF has not announced the cause. The investigation must establish what led to the accident; the fleet grounding is a precaution, not a finding of fault.

WHAT TO WATCH

The investigation's findings and the checks required before the aircraft return to service.

3

SENATE MINORITY SEEKS DIALOGUE; PALACE PRESSES DELA ROSA ARREST EFFORT

The Senate minority has offered to help facilitate discussions between the administration and Senator Ronald "Bato" dela Rosa's counsel. In an October 24 statement, the bloc called for restraint and supported his stated willingness to answer accusations before Philippine courts.

The appeal follows the government's announcement of a ₱50-million reward for information leading to his arrest. GMA News

Dela Rosa is subject to an International Criminal Court arrest warrant for the alleged crime against humanity of murder, linked to drug-war killings between July 3, 2016 and the end of April 2018. ICC warrant, page 15

On May 20, the Supreme Court denied his request for temporary protection against arrest, while making clear that it was deciding only interim relief, not the main issues. Supreme Court briefer

The minority bloc also acknowledged the responsibilities of law-enforcement officials and urged those involved to avoid a confrontation that could cost lives. Senate minority statement

The Palace, meanwhile, says President Ferdinand Marcos Jr. wants faster police action to arrest him. In a statement reported on October 24, Press Officer Claire Castro said the President supports the law-enforcement effort and that no one should die in carrying it out. PNA report carried by The Chronicle

The minority's preference for local proceedings remains its position, not a court ruling. The statements reviewed do not establish an agreed process between the administration and Dela Rosa's counsel.

WHAT TO WATCH

Any agreed surrender arrangements and court action clarifying the disputed legal process.

4

PPA OPENS UNDAS RESERVATION ASSISTANCE AT FOUR PORTS

The Philippine Ports Authority says its Online Reservation Assistance System, or ORAS, is available from October 24 for Undas preparations. The rollout covers Batangas, Calapan, Lucena and Balanacan, rather than every port in the country.

The system lets passengers check sailing schedules, choose a trip and enter their details. PPA expects about 1.93 million passenger movements through its ports from October 27 to November 5. PPA announcement

The ORAS pass is not the ticket. Reporting from PPA's October 21 briefing says passengers must arrive at least two hours before departure to buy their ticket; otherwise, their reserved slot will be released. The system does not cover passengers traveling aboard vehicles on roll-on/roll-off services, or those who already bought tickets online from shipping lines. PortCalls

WHAT TO WATCH

Confirm your sailing and follow the instructions on your pass. Check port and weather advisories before leaving home; a reservation cannot guarantee that a sailing will proceed unchanged.

5

EARLY FUEL ESTIMATES POINT TO COSTLIER DIESEL, CHEAPER GASOLINE

Later October 24 reports still point to higher diesel prices and lower gasoline prices next week, but their estimates differ. GMA reported a possible diesel increase of ₱2 to ₱3 per liter and gasoline decrease of ₱0.50 to ₱1, based on the full week's trading and exchange-rate averages. GMA News

ABS-CBN separately reported estimated ranges of ₱2.50 to ₱3.50 higher for diesel and ₱0.50 to ₱1.50 lower for gasoline per liter. Its report described a four-day basis for those estimates. These remain forecasts, not final company announcements. ABS-CBN News

For a household or driver working out next week's expenses, the direction is worth watching. The exact amount still needs the final advisory.

WHAT TO WATCH

The oil companies' final adjustments and effective dates. Use those figures, rather than an early estimate, when calculating the actual change in your fuel bill.

BOTTOM LINE

If you're heading home for Undas, settle the ticket and arrival instructions before making the trip to the port. For next week's fuel budget, leave room for the final adjustment. Both are easier to plan around when the details are confirmed early.
