ABOUT THE EDSA BUSWAY’S 2027 BUDGET GAP

ABOUT THE MANAGER’S CHECKS AND THE QUESTIONS OVER SARA DUTERTE’S SALN

A bank balance can fall even when the value represented by the money has not disappeared. ABOUT WHAT BANK SECRECY PROTECTS IN AN IMPEACHMENT TRIAL

The arguments over bank records in Sara Duterte’s impeachment trial involve several protections. The privacy of a peso deposit, the protection of a foreign-currency deposit, and the confidentiality of a report sent to the AMLC come from different rules. MCT DAILY BRIEF

Reporting cutoff: October 25, 2026, 5:02 PM Philippine time.

Good evening. Journalist Philip Lustre has been released on bail, while a fire at the Sorsogon City Public Market has left five people dead, according to authorities cited in Sunday reports. In Congress, a proposal would redirect potential budget reductions toward public needs, including El Niño preparations. For travellers, there are taxi enforcement measures ahead of Undas and a limited airport reopening in Riyadh, where Philippine Airlines (PAL) flights remain suspended.

1

PHILIP LUSTRE POSTS BAIL; HIS LAWYER QUESTIONS THE PROCESS

Veteran journalist Philip Lustre was released on Saturday, October 24, after posting ₱48,000 bail in a cyberlibel case. GMA's report, updated Sunday morning, says police arrested him in Quezon City under a warrant issued by the Regional Trial Court Branch 10 in Davao City. GMA News

His lawyer, Dino de Leon, says Lustre had not known about the complaint and plans to seek the reopening of the preliminary investigation.

Lustre is out of detention while the case continues. Posting bail does not decide the cyberlibel charge. The identity of the complainant and the specific publication at issue were not disclosed in GMA's initial account.

WHAT TO WATCH

The defense's filing to reopen the preliminary investigation and the court's response.

2

FIVE DEAD IN SORSOGON CITY PUBLIC MARKET FIRE

Five people died in the fire that hit the Sorsogon City Public Market on Saturday night, according to the Bureau of Fire Protection (BFP) in Sorsogon City, as reported by GMA. The fire reached the second alarm and was extinguished early Sunday. Authorities were still investigating its cause and the extent of the damage. GMA News

Bombo Radyo Legazpi separately reported the same death toll after interviewing Sorsogon Police Provincial Office spokesperson Lt. Col. Arwin Destacamento. Its report also raised the need for the government, market management and vendors to discuss where affected traders could continue working. Bombo Radyo Legazpi

WHAT TO WATCH

BFP's findings, official assistance for the families, and confirmed arrangements for displaced vendors.

3

LACSON PROPOSES USING BUDGET REDUCTIONS FOR EL NIÑO PREPARATIONS

Senator Panfilo Lacson has proposed directing potential reductions in Congress' proposed 2027 funding toward El Niño preparations and other public needs. His original statement was published on October 24; Bombo Radyo reported the proposal again on Sunday. Lacson's statement Bombo Radyo

Lacson's calculation combines a proposed Senate reduction of up to ₱2 billion with his call for the House to drop a planned ₱5-billion increase. Together, the changes could free up as much as ₱7 billion for disaster preparation, health, education and other priorities, he says.

Congress would first have to adopt the changes and decide which programs would receive the funds. The proposal is not an approved allocation or a release of money.

WHAT TO WATCH

Whether either chamber adopts the proposed changes and whether the budget documents identify the programs that would receive the money.

4

LTFRB WARNS TAXI OPERATORS AHEAD OF UNDAS

The Land Transportation Franchising and Regulatory Board (LTFRB) says it will deploy mystery riders and conduct surprise terminal visits as travel increases ahead of Undas. Acting chairman Greg Pua Jr. warned that overcharging, refusing passengers and other violations could lead to franchise suspension or cancellation. The Philippine Star reported the warning on October 25, after Pua issued it on October 24. The Philippine Star

For Metro Manila complaints, the LTFRB's National Capital Region (NCR) portal lists [email protected] and its Public Assistance and Complaint Desk at (02) 8925-7366. It also lists LTFRB trunkline 1342. LTFRB-NCR contact information

If you need to report an incident, a record of the vehicle, time, route and fare demanded will make your account more specific. Keep those details safely; do not put yourself at risk to obtain them.

WHAT TO WATCH

Actual enforcement results and how complaints are handled during the travel rush.

5

RIYADH AIRPORT'S PARTIAL REOPENING DOES NOT RESTORE PAL FLIGHTS

King Khalid International Airport in Riyadh announced a limited reopening for Sunday, October 25: Terminal 1 for domestic flights and Terminal 2 for international flights operated by Saudi national carriers. The airport advised passengers to confirm their bookings and flight status with their airlines before heading there. Arab News, quoting the airport announcement

The security threat continues. Reuters reported Sunday that Houthi spokesperson Yahya Saree renewed the group's warning to airlines, airport staff and travellers, saying attacks on the airport would continue. GMA News/Reuters

PAL's October 12 advisory lists flights PR654 and PR655 as suspended until November 29, 2026. That suspension remained listed when checked for this edition; the airport's limited reopening does not restore those flights. Philippine Airlines advisory

WHAT TO WATCH

Your airline's notice for the exact flight and date. Confirm the arrangement before making a trip to the airport.

BOTTOM LINE

For Sorsogon's bereaved families and displaced vendors, the next updates need to explain what assistance and recovery arrangements are available. Lustre's release leaves the case to proceed, while Lacson's budget proposal still needs action in Congress. For those travelling this week, keep the taxi complaint contacts available and confirm the exact flight with your airline before leaving for the airport.
