The Office of the Vice President’s proposed budget moved through a Senate panel today in 16 minutes. Vice President Sara Duterte was absent; her chief of staff answered for the office. Yesterday’s MCT explainer looked at parliamentary courtesy. Today’s question is what that short hearing actually did to the spending plan, and what it left for the Senate to examine.
The Department of Transportation is again asking Congress to fund the EDSA Busway. Its original ₱1.756 billion request received zero in the administration’s proposed 2027 National Expenditure Program. A House budget panel later inserted ₱75 million. 1
THE HIGHER TARIFFS ARE STILL BEING SOUGHT
In its October 25 statement, the Department of Agriculture (DA) said the industry group SINAG wants pork import tariffs restored to 30% for shipments within the quota and 40% for those outside it. In-quota imports fall within an allotted volume; out-of-quota imports fall outside it. These are requested rates, not a newly announced tax already being collected.
The same statement puts the existing rates at 15% and 25%, respectively, under Executive Order No. 62. DA cannot change those rates on its own. DA statement, October 25
2
THE PROPOSED PAUSE WOULD COVER SELECTED CUTS
Agriculture Secretary Francisco Tiu Laurel Jr. said the department would stop issuing sanitary and phytosanitary import clearances for selected pork cuts once legally permitted. He identified mid-November 2026 through January 2027 as the likely period and said meat processors' needs would be assessed for possible exemptions.
That is a conditional plan. It is not an announcement that all pork imports have stopped. DA statement, October 25
3
THE REQUESTS DO NOT ALL HAVE THE SAME TIMETABLE
DA's October 24 release described a proposed two-month import holiday. SINAG's request, reported in the department's October 25 statement, is for 120 days. Readers should not combine those into one approved ban with a fixed start and end date. DA statement, October 24 · DA statement, October 25
4
A SEPARATE INVESTIGATION HAS ALREADY BEGUN
The DA's formal announcement says the secretary issued a notice on October 9 initiating a preliminary safeguard investigation. The World Trade Organization confirms that the Philippines notified it of that investigation on October 21. DA formal announcement · WTO notice
A safeguard investigation asks whether increased imports cause, or threaten to cause, serious injury to a domestic industry. Starting the inquiry is not a final finding against imports and does not itself announce a new import restriction.
5
RELIEF FOR FARMERS AND PRICES AT THE MARKET ARE DIFFERENT TESTS
DA says the proposed restrictions are intended to help hog raisers recover from falling farmgate prices—the prices producers receive. It also acknowledges that higher tariffs could make imported pork more expensive and that tighter import controls could affect consumer prices and supply.
The department says the benefit to producers would depend on implementation, demand and available local supply. It gives no quantified earnings gain or new retail price. DA statement, October 24
KEEP IN MIND
A proposal, an investigation and an order taking effect are different stages. Before treating the announced plans as a change in what can be imported, look for the issued measure, the cuts it covers, its effective dates and any exemptions.
