ABOUT THE EDSA BUSWAY’S 2027 BUDGET GAP

ABOUT THE MANAGER’S CHECKS AND THE QUESTIONS OVER SARA DUTERTE’S SALN

A bank balance can fall even when the value represented by the money has not disappeared. ABOUT WHAT BANK SECRECY PROTECTS IN AN IMPEACHMENT TRIAL

The arguments over bank records in Sara Duterte’s impeachment trial involve several protections. MCT DAILY BRIEF

Good evening. The Palace has announced new assignments at the transportation and public works departments. Tomorrow's fuel adjustments go in different directions for gasoline and diesel. A newly released Pinatubo assessment documents damage from August's monsoon rains, while a Cagayan irrigation project opens with benefits that still have to be measured in farmers' fields.

1

DIZON RETURNS TO DOTR; LOPEZ MOVES TO DPWH

The Palace announced on October 26 that Vince Dizon would return to lead the Department of Transportation (DOTr), while Giovanni Lopez would take over the Department of Public Works and Highways (DPWH). GMA reported the announcement by Presidential Communications Office chief Lino Cayetano at Monday's briefing. GMA News

Cayetano described Dizon's assignment as improving daily commutes, shortening queues and addressing fixers at the Land Transportation Office. He said Lopez would carry forward reforms at DPWH and speed up infrastructure projects. The announcement sets out the administration's priorities; results will have to be measured in the services people receive.

WHAT TO WATCH

The agencies' specific commitments, delivery dates and public records showing whether services improve under the new leadership.

2

DIESEL AND KEROSENE TO RISE; GASOLINE TO FALL

The Department of Energy's adjustment advisory for October 27–November 2 lists a ₱0.30-per-liter reduction for gasoline, a ₱1.20 increase for diesel and a ₱0.50 increase for kerosene. DOE advisory

These are per-liter adjustments for the coming period, not total pump prices. For a 20-liter purchase, the listed adjustment alone amounts to ₱6 less for gasoline, ₱24 more for diesel or ₱10 more for kerosene.

WHAT TO WATCH

Your fuel supplier's implementation notice and posted price before filling up. This advisory does not set public-transport fares.

3

PHIVOLCS ASSESSMENT DOCUMENTS 82 LAHAR AND FLOOD IMPACT SITES

A PHIVOLCS assessment posted on October 26 documents 82 impact sites after heavy monsoon rain triggered lahars and flooding around Pinatubo in the last week of August. Its response team surveyed affected areas on September 1–10. This is a newly released assessment of those events—not a report of a new eruption or flooding today. PHIVOLCS assessment

The survey classifications include 30 damaged-structure sites and 16 sites with new lahar deposits, alongside erosion, widened channels, flooding and changes or breaches along river channels. The total counts sites, not casualties or households.

PHIVOLCS warns that old volcanic deposits can still be carried downstream during heavy rain. It recommends assessing damaged structures, respecting riverbank easements and updating local preparedness and land-use plans.

WHAT TO WATCH

Whether affected local governments use the findings in repair priorities, evacuation arrangements and hazard planning.

4

CAGAYAN IRRIGATION PROJECT OPENS WITH 307 FARMERS EXPECTED TO BENEFIT

President Ferdinand Marcos Jr. inaugurated the Pamplona Solar Pump Irrigation System in Barangay Gattu, Pamplona, Cagayan, on October 26. GMA reports a project cost of more than ₱98.6 million. GMA News

PCO's original announcement puts the intended coverage at 602.63 hectares of ricefields across five barangays, with 307 farmers expected to benefit. The projected coverage is not a measurement of water delivered or harvest gains. PCO announcement

WHAT TO WATCH

Water actually delivered to farms, maintenance arrangements and operating-cost records over the coming cropping season.

5

OMBUDSMAN PLANS BUDGET-WATCH TEAM

Ombudsman Jesus Crispin Remulla said on October 26 that he would appoint a group to study the Supreme Court's budget decision and the budgets covered by it. GMA reported that the planned team would also look into current budget proceedings. GMA News

The announcement concerns a planned review, not completed findings against any person.

WHAT TO WATCH

The appointment order, team members, scope and timetable for the review.

BOTTOM LINE

The next checks are concrete: the new agency heads' delivery commitments, the prices actually posted at fuel stations, repairs and evacuation planning in lahar-affected areas, water reaching Cagayan farms, and the scope and progress of the Ombudsman's planned budget review.
