Good morning. A school shooting in South Cotabato has left families grieving and officials facing urgent questions about how a student got hold of a gun. Transport drivers, meanwhile, have been told that a fuel subsidy meant to ease rising costs is on hold during the election spending ban. Police are preparing for Monday's Martial Law commemoration, hospitals are waiting for medical-aid claims to move faster, and Palawan faces another day of rain. Here is what has changed, what remains unsettled, and what to watch.
Two students and the teenage gunman died in Friday's shooting at Banga National High School in South Cotabato. Other students were injured. The tragedy has put two questions before investigators: how the student obtained a firearm, and whether anyone had enough information beforehand to intervene. Officials say the pistol belonged to his father, a Department of Education employee. DepEd has relieved the father from his post while authorities investigate. It says he has not been formally suspended or dismissed, and no finding of wrongdoing has been made against him.
The President has ordered DepEd, the Interior Department and police to examine what happened and report on school-safety measures. DepEd is also looking into claims about the shooter's online activity. Those claims have drawn attention, but investigators have not established that an online group caused the attack. Treating a possible connection as a proven motive would distract from the evidence they still need to gather, including firearm storage, campus security and earlier warning signs.
Parents need to know what will change at entrances, how warnings can be reported and acted on, and what help is available to children and teachers who witnessed the violence. The inquiry should protect students' privacy while giving families answers they can use.
DepEd and police findings on access to the gun, any formal action concerning its owner, and a school-safety plan with specific steps and dates. Watch for confirmed updates on the injured students from health authorities, rather than circulating graphic footage or unverified casualty counts.
Public-utility drivers who expected the government's ₱12-per-liter fuel subsidy now face a pause in its distribution. The Land Transportation Franchising and Regulatory Board says the program is affected by the ban on public spending for social services during the barangay and youth-council election period. Comelec can grant an exemption. As of Saturday night's report, it said it had not yet received a formal request from the LTFRB.
This is a different problem from the pump-price increases we covered earlier. The subsidy was meant to help eligible drivers keep operating even when diesel became more expensive. A delay means that help is unavailable just when drivers must pay for fuel before earning a peso from their trips. Some have asked for higher aid or a fare increase. Operators have also described reducing trips when too few passengers board. That can leave commuters with longer waits even before any fare decision is made.
The pause does not mean the subsidy has been abolished, and an election exemption is possible. It does mean officials need to say who is responsible for requesting one, when it will be filed, and how any approved aid will reach drivers. A discussion of future tax relief or fares does not put money in their hands today.
An LTFRB exemption request, Comelec's written decision, and the date payments actually resume. Watch any formal fare order separately; a request from drivers is not an approved fare increase.
Metro Manila police have placed their forces on full alert ahead of gatherings expected on September 21, the anniversary of the declaration of Martial Law. The National Capital Region Police Office said more than 15,000 personnel would be deployed, including officers around places where people may assemble. Police have said they will exercise maximum tolerance. Their preparation does not, by itself, mean they have identified a particular threat.
For people joining a commemoration, the practical questions are where groups will meet, how they can travel and whether police will leave room for peaceful assembly. For people travelling through the same areas, road controls and a large security presence may change the usual route or travel time. Organizers and authorities should make those details public early enough for both groups to plan.
The date also carries a public-memory responsibility. People have the right to mark the abuses and losses of the Martial Law years without being treated as a security problem merely for gathering. Police, in turn, are responsible for protecting participants and bystanders. How officers handle a peaceful crowd will tell us more than the size of the deployment.
Confirmed assembly points, traffic advisories and any city announcements before Monday. During the gatherings, watch for documented conduct by police and participants, and distinguish a verified incident from a rumor spreading online.
Malacañang has told the Department of Health to work with hospitals and other partner facilities to process valid claims under the Medical Assistance to Indigent and Financially Incapacitated Patients program more quickly. The instruction follows a Budget Department release of ₱27.4 billion for the program. The money is intended to support eligible medical expenses, including hospital care, medicines, emergency treatment and professional fees.
That announcement is significant for a patient facing a bill that cannot wait, and for a hospital carrying unpaid claims. But a fund release is not the same as a patient receiving assistance or a hospital receiving payment. Claims still have to be checked, processed and paid. The Palace has specifically called for verification of amounts owed and faster handling of valid claims. The time between those steps is where families can be left uncertain about care or payment.
There are also limits to what Saturday's instruction establishes. It does not tell an individual patient that a particular bill is already covered, or give a payment date for every hospital. The useful test is whether the health department publishes clear application and claim procedures, clears verified backlogs, and shows where the released funds have gone.
DOH guidance for patients and hospitals, a dated report on valid claims paid and still pending, and the average time it takes to release assistance. Those figures would show whether faster processing is reaching people who need treatment now.
PAGASA's forecast issued at 4 a.m. Sunday says the southwest monsoon is affecting western Southern Luzon. Palawan can expect cloudy skies with scattered rain and thunderstorms. Moderate to occasionally heavy rain there may bring flash floods or landslides. Occidental and Oriental Mindoro have a forecast of isolated rain or thunderstorms, with flooding or landslides possible during severe storms. Elsewhere, including Metro Manila, localized thunderstorms remain possible.
This is narrower than the broader outlook issued on Friday for the days through September 22. A forecast can change as weather systems move, so a list of provinces from an older bulletin should not be repeated as if it were today's warning. The difference also matters to a family deciding whether to travel, fish, cross a flood-prone road or move belongings from a low-lying home. Even where the national forecast says only isolated thunderstorms, a severe local storm can still cause trouble.
PAGASA's national outlook is a starting point. A local rainfall warning, flood advisory or suspension notice can give a more immediate answer for a particular town. Check the source and issue time before sharing a weather graphic; yesterday's warning may no longer apply.

The first obligation after Banga is to establish how the gun reached a student and make schools safer without turning unproven claims into a verdict. Drivers need a dated answer on when fuel aid can resume. Patients need evidence that released medical funds are becoming actual assistance. Monday's gatherings deserve both safe streets and respect for peaceful assembly. And in Palawan, today's forecast calls for close attention to local rain warnings. In each story, the next official action will mean more than another assurance.
